Simplify Bureaucracy, Jokowi Cuts Echelon III, IV and V Officials

Jokowi cut echelon positions in every government agency. The policy was made for the sake of simplifying the bureaucracy.

President Joko Widodo guarantees that echelon III, echelon IV, and echelon V state civil apparatus (ASN) will not lose their benefits even if they are transferred to other positions. The policy was inaugurated through Presidential Regulation No. 50 of 2022.

In general, Presidential Regulation Number 50 of 2022 regulates that echelon III, IV, and V ASNs will not immediately lose their positions. They can only be transferred to functional positions.

Apart from retaining their positions, ASN will not lose their allowances. They still receive job benefits, performance allowances, and other benefits.

The amount of allowances received is the same as when they were ASN echelon III, IV and IV. In fact, Jokowi guarantees that the allowances for these officials will not be reduced even if they are moved to lower positions.

"In the event that the income of the Administrative Officer who is transferred to become a Functional Officer as referred to in paragraph (1), paragraph (2), and paragraph (3) experiences a decrease in income, then the official concerned is still paid income equal to the income in his administrative position," reads the article. Article 2 paragraph (4).

These rules apply until the ASN in question gets a promotion or transfer of staff. However, the rule will not apply if the official is subject to termination of income payments through legislation.

Previously, Jokowi cut echelon positions in every government agency. The policy was made for the sake of simplifying the bureaucracy.

He said the bureaucracy would only be led by echelon I and echelon II. Echelon III, IV, and V positions will be removed gradually.

Until the end of 2021, the Ministry of Administrative Reform and Bureaucratic Reform has simplified 44,870 positions in 91 ministries/agencies.
