Brigadier General NA who shot dead cat at TNI Sesko Threatened with Six Months in Prison

The investigation into this case was ordered by the Commander of the Indonesian National Armed Forces, General Andika Perkasa.

The Head of the TNI Information Center, Major General Prantara Santosa, stated that the perpetrators of the shooting of 6 cats in the TNI Staff and Command School (Sesko) area were investigated by the TNI Legal Team.

The perpetrator, who is a high-ranking officer with the rank of brigadier general (brigadier general) with the initials NA, was charged with the Law on Livestock and Animal Health.

"The TNI Legal Team will follow up the legal process of Brigadier General NA, particularly regarding Article 66 of Law Number 18/2009 concerning Animal Husbandry and Health and Article 66A, Article 91B of Law Number 41/2014 concerning Amendments to Law Number 18/2009," wrote the Head of the Information Center. TNI Major General Praantara Santosa in his release, Thursday (18/8).

The articles imposed by the TNI Legal Team relate to animal welfare. In Article 91B of Law Number 41/2014, perpetrators of animal abuse are threatened with a maximum sentence of 6 months.

The Clow Shelter said that six cats were shot in the Sesko TNI area. In detail, four cats died and two others were injured. Based on X-rays of the cats, they found bullets lodged in their bodies.

"Based on his confession, Brigadier General NA took this action with the intention of maintaining cleanliness and comfort in the living/dining area of the Sesko TNI student officer from the large number of stray cats and not because of hatred for cats," said Major General Prarantara.

The investigation into this case was an order from the TNI Commander General Andika Perkasa on Wednesday (17/8) after it went viral the previous day.

Article 66 of Law Number 18/2009

Verse 1

In the interest of animal welfare, actions related to capture and handling are carried out; placement and containment; maintenance and care; transportation; dismemberment and murder; and proper treatment and care for animals.

Verse 2

Provisions regarding animal welfare as referred to in paragraph (1) are carried out humanely which include:

Point g: treatment of animals must be avoided from acts of abuse and abuse.


Article 66A of Law Number 41/2014

Verse 1
Everyone is prohibited from abusing and/or abusing Animals which results in disability and/or unproductiveness.


Verse 2
Any person who knows of an act as referred to in paragraph (1) is obligated to report it to the competent authority.


Article 91B of Law Number 41/2014
Verse 1
Any person who abuses and/or abuses Animals resulting in disability and/or unproductiveness as referred to in Article 66A paragraph (1) shall be punished with imprisonment for a minimum of 1 (one) month and a maximum of 6 (six) months and a fine of at least Rp. 1,000,000.00 (one million rupiah) and a maximum of Rp. 5,000,000.00 (five million rupiah).
